Patient and public involvement in research: Enabling meaningful contributions
RAND Europe 2019
  • Based on a rapid evidence assessment and interviews with experts, the report examines why and how patients and the public get involved with research, what enables meaningful involvement, associated challenges and potential enabling mechanisms, the impact of PPI, and the evaluation of this activity. 
  • The report provides a series of recommendations  and other organisations to inform strategies for engaging patients and the public.
  • Work commissioned by The Healthcare Improvement Studies (THIS) Institute at the University of Cambridge.

5. NHS England’s Mandate and Business Plan for 2017-18
This paper presented the intentions of the NHS England Business Plan which will address the “what” and “how” of the FYFV.

6. Creating a Genomic Medicine Service to lay the foundations to deliver personalised interventions and treatments
One of the requirements of successful implementation of Genomic Medicine Service be a joint-commissioning model with CCGs to achieve standardisation, equity of access, economies of scale and the high quality required for the future.
Engagement with GPs around the implications of the GMS are starting now.

7. General practice services
An update of work on the General Practice Forward View.

12. Strengthening patient and public participation in NHS England
NHS England has published an updated Patient and Public Participation Policy for its internal use.

  • This guidance supports two legal duties, requiring clinical commissioning groups and commissioners in NHS England to enable:
    • patients and carers to participate in planning, managing and making decisions about their care and treatment through the services they commission
    • the effective participation of the public in the commissioning process itself, so that services reflect the needs of local people.
  • The outlines the statutory duties of NHS Commissioners and highlights a range of ways in which they can fulfil these responsibilities to deliver personalised and responsive care to all. It includes a wide range of tools, resources and case studies that commissioners will find useful when developing their own responses.
  • Tim Kelsey, NHS England’s National Director for Patients and Information, speaks out on the launch of Participation Guidance for commissioners.

Call to action - a discussion about the NHS to support future service development

The NHS belongs to the people - Call to Action
NHS England, 11 July 2013
  • NHS England is calling on patients, the public and staff to join in a discussion about the future of the NHS, so it can plan how best to deliver services, now and in the years ahead. This call to action sets out the facts about future demands on NHS services, how the budget is currently spent and how services are delivered.
  • The Call to action document discusses the key problems and opportunities that a renewed vision for the health service must address. 
  • In the next phase Call to Action will be collecting data, views and information on how to meet these challenges at a local level, with work co-ordinated by CCGs and NHS England. This will be done through 
    • a digital call to action - Staff, patients and the public will be able contribute via an online platform hosted by NHS Choices 
    • a series of ‘Future of the NHS’ surgeries bringing together CCGs, Health and Wellbeing Boards and other local partners
    • regional and national events. 
  • This will feed into commissioning plans for CCGs in 2014/15 and 2015/16 and be used by NHS England to shape its direct commissioning responsibilities in primary care and specialised commissioning.
