  • Policy and procedures to be followed by CCGs and NHS England in the circumstances of a CCG wishing to apply to make changes to its constitution or to dissolve or two or more CCGs wishing to apply to merge.
  • Update August 2020 takes account of learning from a large wave of CCG mergers in 2019/20.

NHS Business Plan 2013/14

The NHS England business plan for 2013/14 – 2015/16
  • This document builds on Everyone Counts: Planning for Patients 2013/14, the planning guidance for commissioners.
  • It provides detail of NHS England’s operating model, explaining how it will deliver the mandate from the government and fulfil their duty to improve outcomes for people.
  • NHSE will use a 11-point NHS England Scorecard:
1 – Satisfied patients
2 – Motivated, positive NHS staff
3 – Outcomes Framework – Domain 1 Preventing people from dying prematurely.
4 – Outcomes Framework - Domain 2 Enhancing quality of life for people with long term conditions.
5 – Outcomes Framework – Domain 3 Helping people to recover from episodes of ill health or  following injury.
6 – Outcomes Framework – Domain 4 Ensuring that people have a positive experience of care.
7 – Outcomes Framework – Domain 5  Treating and caring for people in a safe environment and protecting them from avoidable harm.
8 – Promoting equality and reducing inequalities in health outcomes
9 – NHS Constitution  rights and pledges,  including delivery of keyservice standards
10 – Becoming an  excellent organisation
11 – High quality  financial management

Updated NHS Constitution

  •  Accompanied by a revised Handbook to the NHS Constitution, which explains the rights, pledges and responsibilities set out in the NHS Constitution in more detail.
