4. NHS planning and financial allocations for 2018-19

Part a: Refreshed NHS Planning Guidance for 2018/19
  • Guidance sets out new system incentives and flexibilities available to the first group of Integrated Care Systems ( ICSs) that ‘go live’ in April, and invites applications from other areas to join the next group of ICSs. For those parts of the country not covered by ICSs, the guidance lays out the important role of STP leadership in reviewing and supporting system working between organisations as 2018/19 plans are finalised.

Part b: Revised allocation of resources for 2018/19

CCGs funding to be increased through
  • Scrapping of requirement for 0.5% system reserve
  • Additional allocation to be distributed on a Fair Shares basis
  • New Commissioners Sustainability Fund (CSF) to enable CCGs with a deficit control total to return to in-year financial balance. CSF guidance available here.
Allocation of Sustainability and Transformation Fund (now known as Provider Sustainability Fund (PSF)) still dependent on Provider performance.

Integrated Care Systems (ICSs) will be given financial flexibility for self balancing through over/under spend.

Incentives as outlined in Planning Guidance
CQUINs during 2018/19
· ‘Proactive and safe discharge’ indicator for acute providers is suspended
· 0.5% risk reserve CQUIN will be withdrawn
· Additional Quality Premium incentive on non-elective demand management.

STPs and ICSs may not be coterminous. ICSs can amend their boundaries according to provider activity. This will be reflected in financial allocations using the formulae derived for STPs.

5. Empowering People and Communities Taskforce – update on progress
  • The Board has agreed to publish and review the Public Participation Dashboard with the Annual Report, and that NHS England Board papers should be accompanied by a paper demonstrating consideration of public participation.
  • A forthcoming review will examine how CCGs and providers are using money allocated to addressing inequalities.
6. Lessons learned review of the WannaCry Ransomware Cyber Attack
  • The review (Appendix One) by Will Smart, the NHS’s Chief Information Officer for Health and Social Care (CIO), of the lessons learned and recommendations following the WannaCry Ransomware Attack that occurred in May 2017.
Actions from review include:
  • Independent assessment of all NHS organisations around cybersecurity on a rolling basis
  • Establish incident handling and reporting protocols
  • Set expectation for every NHS Board to have an Executive Director as data security lead (ongoing)
  • Delivery of cyber security awareness for NHS leaders/board level leadership teams (in progress)
  • Tailored messaging for GP practices via RCGP/BMA (in progress).
  • Update IG toolkit (in progress)
NHS Digital Academy to develop digital leaders – first cohort now in place

7. NHS performance, and progress on the implementation of ‘Next Steps on the NHS Five Year Forward View’

Ten Point Efficiency Plan from Next Steps
Commissioner efficiency improvements are mainly focussed on four key areas, which are supported by dedicated national programmes:
  • Moderation of elective and non-elective demand
  • Elimination of unwarranted variation through the RightCare programme
  • Medicines Optimisation
  • Continuing Healthcare (CHC)
