Evidence use in decision-making on introducing innovations: a systematic scoping review with stakeholder feedback

  • A range of evidence informs decision-making on innovation in health care, including formal research findings, local data and professional opinion. However, cultural and organisational factors often prevent the translation of evidence for innovations into practice.
  • A review of the health literature (24 studies) found that preferences vary by professional group and health service setting. Commissioners favoured evidence derived from contact with colleagues or professional ‘networking’, combined with service user involvement and assessment of local needs rather than research evidence. Doctors in acute settings preferred research evidence, while those working in primary care emphasised clinical and experiential knowledge of patients’ needs.
