Five year Forward View: Time to Deliver

  • A programme to bring together ‘a coalition of the willing’ to share knowledge, energy and ideas on how to deliver the Five Year Forward View at scale and pace. 
  • This report sets out
    • What has been achieved so far 
    • Initial actions to support the service during 2015/16 including:
      • Collective actions to help organisations reduce the costs currently charged by agencies. 
      • Workforce issues through tackling the underlying cause of the growth in use of agency staff 
      • Leveraging national buying power in particular use of consultancy firms
    • The next steps to deliver the Five Year Forward View is based on addressing the three underpinning principles for change: 
      • closing the health and wellbeing gap (Diabetes Prevention Programme and obesity)
      • closing the care and quality gap (Vanguard sites, New Care Models, "Success Regime")
      • closing the funding and efficiency gap -  aims for an extra 2 - 3% average annual net efficiency gain over the next period by 
        • Preventing and managing demand 
        • Maximising the value of  spend 
        • Redesigning services
