Good practice guide for commissioners

  • “A one stop resource for the principles and processes for building proposals for major service change, including how to develop the business case, assess proposals against the Government’s ‘four tests’, as well as how to assure patient and public engagement is at the heart of the process."
  • The four tests – as set out in the 2014/15 Mandate from the Government to NHS England - are that proposed service changes should be able to demonstrate evidence of:
    • strong public and patient engagement
    • consistency with current and prospective need for patient choice
    • a clear clinical evidence base
    • support for proposals from clinical commissioners
  • Commissioners should assure themselves that proposals:
    •  align with commissioning intentions and expenditure plans,
    •  will meet the current and future healthcare needs of their patients,
    •  will deliver high quality care, and
    • will put in place services that have long term sustainability.
  • The report includes  an outline of collaborative working models for CCGs (eg ‘committee in common’ model) see Box 3 (p20)
