- Within the context of the Health and Social Care Act 2012 (‘the Act') a number of key players have come together to provide effective leadership and support for the successful implementation of local Healthwatch as a consumer champion.
- It is hoped that this document will help councils to better understand the commissioning of local Healthwatch and review how well their local Healthwatch delivers its roles and responsibilities. It can also help local Healthwatch develop their understanding of what is expected of them and how they can deliver best practice.

- This report is intended to assist local Healthwatch identify what outcomes and impacts a ‘Good’local Healthwatch could achieve through the delivery of its functions, using a menu of outcomes and impacts that can be adopted and adapted by local Healthwatch and council commissioners.
- The tool is presented in six separate sections- Governance, Finance, Operations, Relationships, Resources, Wicked Issues and includes a blank grid for local Healthwatch to add outcomes based on local priorities
