NHS England, 22 August 2013
- Output of discussions with CCGs following publication of Towards commissioning excellence: A strategy for commissioning support services. Feedback included:
- many CCGs want to revisit their commissioning support make/share/buy decisions.
- many CCGs are working collaboratively on this with their neighbours and having good governance around this decision making will be vital.
- CCGs would like to co-develop a make/share/buy toolkit with NHS England - early draft of the toolkit is expected to form part of an autumn package
- there is support for a ‘lead provider’ framework agreement where the good practice standards and competences could be applied to organisations in order to create a pre-accredited list of suppliers that CCGs could run mini competitions from rather than undertaking a full OJEU process
- support for a set of standards, competences and criteria that can be used to describe and identify excellent commissioning support services.
- It is proposed that CCGs can extend their SLAs with CSUs until no later than April 2016.
