- Choosing a short term interim service or services provided by an alternative CSU prior to a formal competition
- Choosing a service or services from an alternative commissioning support supplier from outside of the NHS
- Choosing to provide a service or services in-house, either new services or existing services formerly provided by a commissioning support supplier
