- Public consultation document around the NHS Commissioning Board mandate which explains and seeks comments on the approach taken.
- Consultation closes 26 September 2012
- The consultation document is published alongside a draft of the first mandate with four annexes, including a draft ‘choice framework’ illustrating the Government’s intended approach to explaining the choices that will be available for people using NHS services in England
- A technical annexe to the NHS Outcomes Framework explains the proposed methodology for deriving levels of ambition for each domain of the NHS Outcomes Framework including
- Preventing people from dying prematurely (eg PYLL, life expectancy, mortality rate)
- Enhancing quality of life for people with long-term conditions ( eg employment, carers, unplanned admission, mental illness dementia)
- Helping people recover from illness or injury (eg emergency admission and readmission, PROMs, reablement services)
- Ensuring patients have a positive experience of care across all health services
- Treating and caring for patients in a safe environment and protecting them from avoidable harm (eg VTE, MRSA, C Diff)
- Outcome drivers- Alcohol misuse, Diabetes, Emergency admissions, Fruit and vegetables consumption, Hypertension, Obesity, Tobacco use
