- The policy framework has been developed so that the process for planning and assurance of local BCF Plans in 2016-17 is better streamlined and simplified.
- Key to this is the removal of the £1 billion payment for performance framework - this has been replaced by two new National Conditions requiring local areas to either agree to how they will fund NHS commissioned out-of-hospital services and to develop a local action plan to reduce delayed transfers of care.
