- CCGs, NHS England, GP Practices and others are considered to be "responsible persons" in the context of health scrutiny. This document outlines their duties to provide a local authority with information about the planning, provision and operation of health services in the area of the authority as it may reasonably require to discharge its health scrutiny functions.
