  • This paper identifies the three key barriers to success of STPs, and sets out the five changes that need to be made if the plans are to succeed.
  • Barriers include lack of engagement by all parties involved, mixed messages from national and local bodies and lack of authoritative leadership.
  • Recommendations are that STPs should design their own local health outcome,  take a ‘one-system, one-budget’ approach, regularly evaluate whether providers are delivering on outcomes,  have elected, accountable leaders, and that there is clarification from NHS Improvement on legislation surrounding competition in the context of STPs.
